mspStorageReport walks the roster and reads each client’s rollup.

A client whose database cannot be opened is COUNTED and listed, never dropped and never fatal - the same resilience getMspStorageBreakdown has, for the same reason: one unreachable tenant must not turn a practice-wide report into a 500, and it must not quietly shrink somebody’s bill either.
